It guarantees access to subsidized fertilizers for all farmers, regardless of land size, through a no-denial policy where any verified buyer can avail subsidy benefits.

Subsidy Distribution and Financial Overview

Under the DBT framework, fertilizer companies receive full subsidy reimbursement based on actual sales data authenticated through Point of Sale (PoS) devices. The government allocates significant funds annually to cover the cost of indigenous and imported Urea and Phosphatic & Potassic (P&K) fertilizers. While urea subsidies form the largest share, overall subsidy expenditures have shown a gradual decline due to market and policy adjustments.

Pricing and Subsidy Mechanism for Urea

Urea is supplied to farmers at a statutorily fixed Maximum Retail Price (MRP), ensuring affordability and price stability. The difference between the production or import cost and the fixed MRP is reimbursed to manufacturers as subsidy. This approach shields farmers from global price fluctuations and guarantees uniform subsidized rates across regions.

Nutrient Based Subsidy (NBS) Policy for P&K Fertilizers

The Nutrient Based Subsidy (NBS) scheme provides fixed annual subsidy rates based on the nutrient content of Phosphatic and Potassic fertilizers. While fertilizer companies determine the final MRP in line with market trends, government oversight ensures prices remain reasonable. This policy promotes balanced fertilizer use and allows flexibility for both producers and consumers.

Role of Aadhaar Authentication and PoS Devices3

Aadhaar-linked authentication through PoS devices at retail outlets forms the backbone of the DBT system. Each fertilizer sale is recorded digitally, verifying the farmer’s identity and preventing misuse or duplication. This digital validation enhances transparency, reduces leakages, and ensures that genuine farmers receive timely and equitable subsidy benefits.
